Group proposes industry benchmark to align carmakers as vehicles shift towards software-led models

The race to build software-defined vehicles has entered a new stage, as HERE Technologies unveils a framework intended to bring structure to one of the automotive sector’s most complex transitions.
The company has introduced a Software-Defined Vehicle (SDV) Maturity Framework to establish a common definition of what “software-defined” means. As cars evolve into connected platforms supported by centralised computing and over-the-air updates, manufacturers and suppliers have pursued differing interpretations of the concept, leading to fragmented development paths.
Developed with research firm Omdia, the framework outlines four stages of SDV development. These range from traditional hardware-led vehicle architectures to fully upgradeable, data-driven platforms built around software. HERE has proposed that SAE International, the standards body for the automotive industry, review the model, signalling its intention to seek wider industry recognition.
The move comes as carmakers invest heavily in digital capabilities. Many are reshaping their businesses around proprietary operating systems, cloud integration and data services, while trying to balance cost, scalability and long-term flexibility. A shared maturity model could offer executives a benchmark to assess internal progress, coordinate with suppliers and prioritise technology roadmaps.
The framework also emerges amid closer regulatory scrutiny of vehicle software. Authorities in major markets are placing greater emphasis on cybersecurity, software quality and lifecycle management as connected features expand. Over-the-air updates, once limited to premium models, are becoming more common across vehicle ranges. A recognised industry benchmark may help manufacturers demonstrate compliance and communicate development standards to regulators and partners.
Not all carmakers are likely to adopt an external framework. Some may favour proprietary models aligned with their competitive strategies. Yet as vehicles shift from primarily mechanical products to integrated digital systems, common definitions and development stages could reduce complexity across supply chains.
If adopted more broadly, HERE’s framework may serve as a reference point for an industry seeking clearer measures of progress in the transition to software-driven mobility.
